Abstract

As the Soviet regime consolidated its power, its characteristics began to manifest more and more openly. This situation was particularly evident in relation to the leaders of the national republics. The established administrative-command system and its leading core, the All-Union Communist (Bolshevik) Party - VKP(b) seriously started to build the "fundamentals of socialism" by this time and occupied
a dominant position in all spheres of society.
